Does iCloud Drive automatically download files created on my Mac?

I'd like to use iCloud Drive to keep my two Macs in sync and occasionally use my iPhone to access those files. Does Drive automatically download all of the files to my iPhone or just when I click on them to view?

If I want to regain that space, do I have to wait for the phone to optimize the storage or is there a way to clear the cache.
